KPS officers to get grade promotions only, government approves caderisation proposal

Srinagar: J&K Government on Wednesday cleared the caderisation of Jammu and Kashmir police besides 20 other issues were discussed and many of them approved.

In a major relief to government servants, the government released 7% DA with effect from July 2016 while 4% DA was released with effect from January Ist 2017.

Chief Minister, Mehbooba Mufti, chaired meeting of her cabinet today at civil secretariat here.

Three PDP ministers addressed a press conference at Media Complex in Srinagar.

Sharing the details, PDP-BJP and Government spokesperson, Naeem Akhtar started with the caderisation of J&K Police.

He said that the cops of JKP were working is “very difficult circumstances”.

The government had formed a cabinet sub-committee which finalized the policy regarding the Kashmir Police Service KPS) and has been approved by the cabinet today, he said.

“The KPS cadre was denied many benefits including monetary so far,” he said adding that the KPS officers met chief minister yesterday and expressed “satisfaction over the policy”.

“Now,” he said, “KPS officers will be given grade promotions equal to the rank of Deputy Inspectors General (DIGs) and Inspectors General (IGs),” Naeem said.

Kashmir has four positions of DIGs and two positions of IGs which are occupied by IPS rank officers.

Naeem did not elaborate further.

The KPS officers have been striving to rise to the rank of DIGs and IGs in J&K, however, now they will be reaping benefits of the same post but will not be functioning at that position, particularly.

On the caderisation issue, PDP and BJP coalition partners had differences with former insisting that these six positions be exclusively kept for KPS officers. However, BJP opposed.

In its last meeting on Monday evening, two PDP ministers – Naeem Akhtar and Zulfkar Chowdhary – remained away from the crucial CSC meet which finalized the caderisation. CSC had six members – three each from the two coalition partners.

Only Dr Haseeb A Drabu attended the meet on part of PDP and the proposal – which was moved by J&K Home Department – was finalized.
