Srinagar: Deputy Commissioner (DC) and the Senior Superintendent of Police (SSP) Kulgam have said that Yawar Ahmed Dar of Gasipora, Kulgam was part of the mob at the gunfight site who sustained a stray bullet injury after which he succumbed at the hospital on June 26, 2018.

The case as per the statement issued was heard by the SHRC member Dilshad Shaheen and the next date of hearing was fixed on March 7, 2019, in case SHRC/208./Anantnag/2018.

The petition was filed by the chairman International Forum for Justice and Human Rights Muhammad Ahsan Untoo.

The report submitted by the deputy commissioner of Kulgam before the SHRC reads that on June 26, 2018, an encounter between militants and armed forces broke at village Khrewan, Tehsil Qaimoh in which two militants were killed and one was captured alive.

“On the same day, in the aftermath of encounter clashes broke out between civilians and government forces at various places. During clashes at Qaimoh, forces fired bullets to disperse the stone-throwers in which a civilian Yawar Ahmad of Gasipora sustained bullet injuries in his chest and later succumbed,” the report of DC Kulgam reads.

The police report submitted by the SSP Kulgam reads that army party which was on way towards the encounter site at Chaddar, Mutahama was heavily pelted with stones by ‘unruly’ mob.

“The army party in defense opened fire in air, due to which one person namely Yaawar of Gasipora sustained injuries and the said mob took him to hospital for treatment at the district hospital Anantnag where he succumbed,” the police report reads. It states that FIR was filed in the case and many accused involved were identified including Yawar.

The petitioner while expressed grief and shock over the killing of Yawar questioned the police report stating that if the army fired in air, how the youth sustained bullet in chest.

“These are fairy tales to save the men in uniform, especially the army men who have gone trigger happy in Kashmir.

I urge the international community probe all the civilian killings. I also urge the SHRC to recommend an exgratia to the next of the kin of slain youth,” he said.
