JK Admin accords advance drawl of over Rs 76 Crores to School Education Department
Srinagar: Authorities on Wednesday permitted the advance drawl of around Rs 76 crores for the School Education Department for its utilization during 2021-22.
Principal Secretary, School Education Department, B K Singh in this regard issued an order.
“Sanction is accorded to the advance drawl of Rs. 7641.33 lakh by Director Finance, School Education Department for its further placement at the disposal of Project Director, Samagra Shiksha, JK for its utilization during 2021-22 under the Centrally Sponsored Scheme ‘Samagra Shiksha’ as sanctioned by Ministry of Education, GoI vide above references and released by Finance Department,” it reads.
The order states that all codal formalities shall be observed while incurring the expenditure.
“The funds shall be utilized strictly for the purpose these have been released and no diversion or re-appropriation of funds is allowed at any level,” reads the order.
The principal secretary has also said that the project director, Samagra Shiksha, of Jammu and Kashmir shall send utilization certificates well before March-31-2022 to the Government of India (GoI) with a copy to the finance department and administrative department.
He said that the director of finance, School Education Department, and accounts officer, Samagra Shiksha, JK shall vouchsafe availability of funds.
“The advance drawl should be as per actual and urgent need and should not result in the parking of fun. The department shall send a status report about the scheme, in terms of physical and financial progress made during the current year and up to date cumulative expenditure and physical achievement,” it reads.
It further states that “The Scheduled Castes component, Scheduled Tribes component and general component-wise details need to be incorporated in utilization certificate separately.”
