Says Zero-tolerance Policy for violations
Srinagar: The Gulmarg Development Authority (GDA) has issued a comprehensive advisory regulating the transportation of construction material and other goods within the jurisdiction of Gulmarg, citing ecological concerns and the need to preserve the area’s planned development.
An official said that in line with the Master Plan Gulmarg 2032, movement of vehicles carrying construction material beyond Tangmarg will be strictly regulated.
He said that vehicles will only be allowed with prior written permission from the competent authority and only between 8:00 AM and 6:00 PM.
The official said the authority has also declared Sunday a complete off day for transportation of all materials, including essential commodities, beyond Tangmarg without any exception.
GDA directed all executing agencies to ensure proper end-use of permitted material, warning that any diversion, misuse, or unauthorised storage will lead to strict disciplinary action, including blacklisting and recovery proceedings.
He states that transportation of goods without valid permission or during restricted hours is strictly prohibited, and violators will face seizure of vehicles and legal action.
The official prohibits carrying any material in private or passenger vehicles within Gulmarg.
Movement of heavy machinery such as JCBs and excavators will require prior approval from the Chief Executive Officer of GDA, and unauthorised entry will invite strict action.
“All permissions shall be non-transferable, time-bound, and route-specific. Any deviation will result in immediate cancellation and legal proceedings,” the officer states.
The official said that night halting of vehicles carrying construction material within Gulmarg has been strictly banned, and all vehicles must exit within the prescribed time, failing which they will be impounded.
He also mandates toll agencies of GDA and the police to maintain daily logs of transported material and submit them for inspection on a fortnightly basis. Executing agencies have been directed to submit utilisation certificates before issuing any material to contractors.
The authority warned that in case of adverse weather, heavy tourist inflow, or administrative exigencies, movement of such vehicles may be suspended without prior notice.
GDA emphasised a zero-tolerance policy for violations and stated that repeated offences by any agency or contractor will lead to blacklisting and debarment from undertaking any works within Gulmarg, the officer further said. (KNS)
