15 health institutions in Eidgah constituency functioning from rented premises: Govt
Srinagar: Several health institutions in Jammu and Kashmir’s Eidgah Assembly constituency are currently operating from rented premises due to accommodation constraints, with the government stating that steps are being taken to improve healthcare infrastructure in the area.
The details were provided by the Health and Medical Education Department in response to a starred question, Diary Number 1/6/85, tabled by Eidgah MLA Mubarak Gul.
As per the accommodation details furnished by the department, 15 health institutions in the constituency are functioning from rented buildings, while MMC Noorbagh is operating from a Government-owned building. The rented facilities include UPHC Wanganpora, UPHC Palpora, UPHC Sangam, UPHC Narwara, along with several NTPHCs, Health and Wellness Centres and AYUSH facilities.
The department said UPHC Wanganpora is operating from rented accommodation after its original hospital building was taken over by the Police Department.
Similarly, UPHC Palpora has been shifted to rented premises after its original building was declared unsafe by the Public Works (R&B) Department.
Among the AYUSH facilities, AAM Ayush S.P Eidgah, AAM Ayush S P Palpora and AAM Gasie Mohalla are functioning from rented buildings, while AAM Ayush S.P Waniyar is operating from a Government building.
Two healthcare infrastructure projects have either been proposed or are currently under execution in the constituency. These include the construction of UPHC Narwara, estimated to cost Rs 473.64 lakh, with an allocation of Rs 20 lakh for 2026-27, and the reconstruction of UPHC Palpora, estimated at Rs 109.82 lakh.
The department said the technical sanction (TS) process for both projects was underway, while the administrative approval (AA) process was also underway.
However, the Government did not specify a completion timeline for either project.
The department also furnished institution-wise staffing details covering regular employees, National Health Mission (NHM) personnel and AYUSH staff. According to the annexure, 461 posts have been sanctioned under the regular staffing category, of which 328 are currently filled, leaving vacancies across several categories.
For NHM facilities, the annexure shows 37 sanctioned posts, all of which are filled, with no vacancies reported across the listed institutions.
The Government said the Health and Medical Education Department remains committed to strengthening healthcare infrastructure across Jammu and Kashmir and improving healthcare delivery.
The department also submitted details of funds allocated and expenditure incurred during 2024-25 and 2025-26 through a separate annexure. However, constituency-specific figures were not included in the main reply.
The response covered various healthcare facilities operating in the Eidgah constituency, including District and Sub-District Hospitals, Primary Health Centres, New Type Primary Health Centres, Urban Primary Health Centres, dispensaries, AYUSH centres, maternity facilities and other health institutions.
