Assembly: Make way for dialogue, Kashmir situation will see improvement, NC tells Delhi

Srinagar: Former chief minister Omar Abdullah is absent on day first, and the last as well, of the special session of J&K Legislative Assembly.

Omar, the National Conference working president, represents Beerwah assembly segment in the lower house of the state legislature.

However, Chief Minister Mehbooba Mufti led treasury benches are witnessing complete attendance. All the lawmakers representing PDP-BJP government are in the house so are the opposition lawmakers.

After Speaker Kavinder Gupta completed his obituary reference, NC’s Uri lawmaker, Muhammad Shafi started his speech with the civilian killings and closure of the schools in Valley.

The governor N N Vohra has called a special session of J&K Legislative Assembly to discuss the extension of central Goods and Services Tax (GST) to the state of Jammu and Kashmir.

However, the PDP-BJP government is facing a stiff resistance from National Conference and Congress while the joint resistance leadership termed the law as a plan “to cripple economy of J&K”.

Continuing the obituary reference, Uri referred to the killing of three civilians and death of seven J&K police cops since last Thursday evening.

He charged the PDP led government of state terrorism.

“We are sad,” he told the house, “and it is saddening how things are turning in J&K.”

He said that over twenty civilians have been killed since January this year while schools and colleges are closed since March.

Referring to the statement of Indian Home Minister that a permanent solution of Kashmir issue is in offing, he said, “but Delhi has closed all the doors of dialogue.”

Uri asked right wing BJP led union government to look at conflicts in Ireland as how dialogue continued in all circumstances.

“You brought an agenda to talk to everyone but where is that agenda now,” he said referring to Agenda of Alliance brought by PDP and BJP before joining hands to form government in J&K.

“Even in Burma, dialogue continues,” he added

Kis nay halaat kharaab kiye,” he said, “the state government is responsible.”

“Both Delhi and state governments should take in consideration the situation of J&K,” he said, “zoor zabardasti say mahool theekh nahi hoga.”

Uri suggested the government to make way for dialogue so that “situation in Kashmir will see improvement”.

The PDP-BJP government had promised to hold dialogue with all stakeholders in J&K when they formed coalition government on March Ist in 2015. However, off late, Prime Minister led NDA government has pre-requisited “normalcy before talking to anyone in J&K to settle the issue”.

Slamming the government, he said, “people are not being spared even in holy Ramzan. Armed forces are launching crackdowns every day.”

Referring to the civilian killings and injuries to dozens of other civilians, Uri lamented that the obituary reference did not include their names.

“We suggest Delhi to see the ground situation and take steps to cool the tempers,” he said.

“Open the doors of dialogue,” he said and added, “end the atmosphere of fear and scare.”

“Nothing will happen if you remain patient,” he told the state and NDA governments. “State terrorism will not help but it will deteriorate the situation further.”
