Assembly: Rasheed wants lawmakers to condemn Major Gogoi, Indian army chief, speaker adjourns house

Srinagar: Asserting that Jammu and Kashmir was not legal part of Indian union, independent lawmaker Er Rasheed asked house to pass a resolution to condemn the actions of Major rank officer of Indian army, Nitin Leetul Gogoi and all those who supported him including Indian army chief.

Rasheed was a civil engineer before joining pro-India politics and won elections twice from Langate assembly segment.

Participating in the obituary references, Rasheed paid tributes to slain Indian army men, cops of Jammu and Kashmir Police and those civilians who were killed in forces actions since last Thursday evening.

“Who will talk about policeman? Who will talk about slain army men because there is no union of police or army,” he told the house. “People mourn death of civilians while outfits issue statements on the death of their militants.”

“The armed personnel do want this bloodshed should stop but they can’t say so,” he added.

Slamming the Indian army chief for awarding Major Gogoi for his inhuman actions, Rasheed asked the lawmakers not to shame Israel for actions of Indian army in Kashmir.

“How can we compare actions of Indian army in Kashmir with those of Israeli forces,” he asked. “The chief of Israeli army never compared whole civilian population with Over Ground Workers (OGW).”

The Indian Army Chief, Gen Bipin Rawat, in a stern message warned people not to disrupt military operations in Kashmir.

In a statement early this February, Gen Rawat had said that all those who help militants during encounter are OGWs.

Major Gogoi on April 09 this year tied a weaver Farooq Ahmad Dar to bonnet of a military jeep and paraded him through at least seventeen villages in Budgam.

The action by Major Gogoi invited sharp reaction, however, he was awarded by Gen Rawat.

“Let this house condemn the actions of Major Gogoi and all those who supported him including Gen Rawat,” he said and sent a resolution in this regard to speaker.

“Kashmiris are not OGWs; if no one supports me, then let me tell you Er Rasheed is the biggest OGW of his people,” he said adding, “J&K is not integral part of India.”

On dialogue with All Parties Hurriyat Conference (APHC), Rasheed said that all those who talked to Delhi over Kashmir Issue must be reminded of advises from Syed Ali Geelani against it.

He referred to Mirwaiz Umar Farooq and Muhammad Yasin Malik who held rounds of talks with the government of India (GoI) post 2003.

“They must know how GoI plays games as now Delhi does not consider them for talks,” he added.

Slamming Delhi and state government for closing doors of dialogue, Rasheed said, “India will come begging for talks with Kashmiris. No Kashmiri is begging for it. Wait… time will decide.”

He reminded the treasury benches as how GoI sent an All Party Delegation to Kashmir last summer during the peak of public uprising.

Paying tributes to late Girish Chandra Saxena, Rasheed said that he was “not legally governor of J&K as the constitution of state has Sadr-i-Riyasat as its nominal head”.

Addressing chief minister, Rasheed said that autonomy was no solution. “Only plebiscite will decide the future of J&K. And it will happen, In Sha Allah!”

Cautioning GoI against the spread of so-called Islamic State, he said, “the statement of militant commander Zakir Musa should awaken us whether or not he wants the IS group to come here.”

In a recent audio message Zakir had vowed to establish khilafat in J&K.

“Delhi should know that no one from JK has joined IS,” he added.

Accusing Congress for leaving Kashmir unsettled, he said, “this party wages war from back but BJP attacks from the front and in open.”

Addressing chief minister Mehbooba Mufti, he said, “give me a solution to Kashmir Issue, I will stop fighting election.”

On this a BJP lawmaker murmured, “you won’t fight election now.” And he asked Rasheed to sit down.

“When whole Kashmir is standing on knees, why should MLA Rasheed sit?” Rasheed replied.

Asking CM to stop J&K police and other armed forces agencies from harassing the families of militants, Rasheed asked the house as “who forced Zubair Turray of Shopian to become militant?” “It was police highhandedness,” he himself answered.

Rasheed’s resolution to condemn Major Gogoi and Gen Rawat met a dead end.

Speaker Gupta asked members for two minutes silence in memory of deceased lawmakers and governor Saxena without even mentioning the lawmaker’s resolution.

“This silence will not help,” Rasheed shouted as government as well as opposition lawmakers stood motionless.

The house was adjourned sine die as a non-government panel was formed to decide on extension of central GST law to J&K.

The governor N N Vohra had called a special session of J&K Legislative Assembly to discuss the extension of central Goods and Services Tax (GST) to the state of Jammu and Kashmir.

However, the PDP-BJP government is facing a stiff resistance from National Conference and Congress while the joint resistance leadership termed the law as a plan “to cripple economy of J&K”.
