US blocks Pakistan’s attempt to deem India as a ‘terror backer’ in UNSC

US blocked the proposal to designate Indian national as a terrorist by UNSC due to ‘lack of evidence’ in one out of four cases

The United States of America has nullified Pakistan’s efforts of deeming India a terror backer. In a formal address to all the members of the UNSC, the US declared that it was officially blocking, and therefore terminating, the proposal to designate one of the four accused Indian nationals, Venu Madhav Dongara, as a terrorist by the United Nations Security Council’s (UNSC) 1267 sanctions committee, according to a report by The Times of India.

In September last year, US had put Pakistan’s proposal, against Dongara specifically, on hold citing lack of evidence.

Pakistan was expected to produce more evidence to prove Dongara’s links to terrorist organisations. However, last Friday, acknowledging Pakistan’s failure to produce any new evidence against him, the US blocked the proposal and formally brought the allegations against Dongara to an end.

Islamabad claims that Dongara (along with the other three Indian nationals), while working as engineers, were secretly extending financial, technical and material support to terrorist groups.

Islamabad has named Venumadhav Dongara, Ajoy Mistry, Gobinda Patnaik, and Angara Appaji, as the four prime suspects for participating in terrorist activities on Pakistani soil.

In May last year, in a massive diplomatic victory for India, the UNSC designated Jaish-e-Mohammed (JeM) chief Masood Azhar as a global terrorist subjecting Azhar to an assets freeze, a travel ban and an arms embargo.

On Wednesday, Pakistan received another setback with the FATF’s decision to retain Pakistan on the “grey-list”. Another review is due in October this year.

Presently, Pakistan faces the threat of getting “black-listed” for its failure to meet the financial watchdog’s 27-point action plan, which includes, among other things, countering terror financing and taking strict anti-money laundering measures.

While the proposal designating Dongara stands rejected, Pakistan has turned its attention to the other three accused and is determined to designate them as terrorists by the UNSC 1267 Sanctions Committee.
