Admin sanctions re-validation of over Rs crore for medical colleges in JK

‘Funds shall not be available for diversion at any level’

Srinagar: Jammu and Kashmir administration ordered for re-validation of funds under the GoI-sponsored scheme”Establishment of New Medical Colleges attached with District/referral hospitals” for its utilization during the current financial year 2022-23.

“Sanction is hereby accorded to the re-validation/ release of Rs 942.96821 Lakhs (rupees nine crore forty-two lakh ninety-six thousand eight hundred twenty-one) only, un-spent balance of 2021-22, in favour of Principal, Govt Medical College, Anantnag, Baramulla, Kathua, Rajouri and Doda under Centrally Sponsored Scheme “Establishment of New Medical Colleges attached with District/referral Hospitals” for meeting expenses on account of 011-Books Periodicals & Publication, 020-Machinery & equipment, 054-Furniture & Furnishing and 103-Office Equipments & Appliances for New Medical Colleges at Anantnag, Baramulla, Rajouri, Doda and Kathua during the current financial year 2022-23,” reads the order issued by Administrative Secretary Health and Medical Education.

These funds have been kept available at the disposal of the principal of the concerned Medical Colleges and re-validated funds include 406.203 lakh for GMC Anantnag, 0.20 lakh for GMC Baramulla, 163.86 lakh for GMC Doda, 301.57 lakh for GMC Kuthua and 71.14 lakh for GMC Rajouri, the order reads.

It stated that the re-validation/ release of funds shall be subject to the conditions that the expenditure shall be made strictly as according to the classification under which funds have been authorized by the Finance Department, Treasury Officers shall not entertain bills without complete classification under which funds have been authorized by the Finance Department.

The Drawing and Disbursing Officer (DDO) shall complete all codal formalities before the presentation of bills at the Treasury, Treasury Officer shall not allow parking or drawing of funds in the Civil Deposit without prior concurrence of the Finance Department.

Administrative Approval/ Technical Sanction must have been accorded by competent authority wherever applicable, Principal, Government Medical College Anantnag, Baramulla, Rajouri, Doda and Kathua shall send status report about the scheme in terms of physical and financial progress made during the current financial year.

Principal, Government Medical College, Anantnag, Baramulla, Rajouri, Doda and Kathua shall send the Utilization Certificate (UC) of the funds as early as possible and positively before 31-03-2023 to this department, All the sanctions/ approvals and clearances shall be in place before drawing of money from the treasury.

Director Finance, Health, and Medical Education Department shall vouchsafe the availability of funds on BEAMS portal and accordingly release the funds to the concerned, the expenditure shall be incurred strictly as per the guidelines of the scheme and the conditions laid down in the sanction letter of the concerned ministry of Government of India, the funds shall not be available for re-appropriation/ diversion at any level and the conditions as stipulated in BEAMS Order generated via online, be adhered in letter and spirit.
