SIR aftermath: 84 lakh voters added in UP; final voter list stands at 13.39 crore

Lucknow: Uttar Pradesh’s voter base has expanded by more than 84 lakh, reaching 13.39 crore, following the completion of the Special Intensive Revision (SIR), as per the final electoral roll released on April 10.

Speaking at a press conference at the Lok Bhawan Media Centre, Chief Electoral Officer Navdeep Rinwa said the revision exercise was carried out between October 27, 2025, and April 10, 2026, covering all 75 districts, 403 assembly constituencies, and polling stations across the state.

The 166-day exercise involved 75 district election officers, 403 electoral registration officers, 12,758 assistant EROs, 18,026 booth-level officer supervisors, and 1,77,516 booth-level officers.

Additionally, over 5.82 lakh booth-level agents from recognised political parties, along with millions of voters, contributed to the process. Media platforms also played a significant role in spreading awareness.

The draft electoral roll published on January 6 listed 12.55 crore voters, including 6.88 crore men, 5.67 crore women, and 4,119 third gender voters. The 18-19 age group accounted for 3,33,981 voters, and the gender ratio stood at 824 women per 1,000 men.

The final electoral roll, released on April 10, shows a total of 13.39 crore voters. This includes approximately 7.30 crore male voters (54%), 6.09 crore female voters (45.46%), and 4,206 third gender voters. The number of voters aged 18–19 increased to 17,63,360, making up 1.32% of the electorate. The gender ratio also improved to 834 women per 1,000 men.

Overall, the revision added 84,28,767 voters, including 42,27,902 men, 42,00,778 women, and 87 third gender voters. The 18–19 age group alone saw an increase of 14,29,379 voters, while the gender ratio improved by 10 points.

Among districts, Prayagraj recorded the highest increase with 3,29,421 new voters, followed by Lucknow (2,85,961), Bareilly (over 2,57,000), Ghaziabad (2,43,666), and Jaunpur (2,37,590).

At the assembly constituency level, Sahibabad in Ghaziabad saw the highest rise with 82,898 additional voters. Other notable increases were in Jaunpur (56,118), Lucknow West (54,822), Loni in Ghaziabad (53,679), and Firozabad (47,757).

During the revision, around 1.04 crore voters were identified as “non-mapped,” and 2.22 crore cases had discrepancies. Notices were issued starting January 14, 2026, with hearings held from January 31 to March 27.

Rinwa stressed that no voter was removed without proper procedure. Any missing names in the final list are due to Form-6 applications or decisions taken by electoral officers after hearings.

He also highlighted active participation from political parties, with five key meetings held to discuss guidelines and gather feedback. In total, 904 meetings were conducted across the state by district election officers.

A total of 5,82,877 booth-level agents took part, including representatives from major parties such as the BJP, Samajwadi Party, BSP, Congress, AAP, Apna Dal (S), and CPI(M).

During the exercise, 107 memoranda were submitted by political parties, most of them from the Samajwadi Party. All complaints raised were addressed, Rinwa said.

He added that voters dissatisfied with electoral officers’ decisions can file an appeal with the district magistrate within 15 days of the final roll’s publication. If still unsatisfied, they may approach the Chief Electoral Officer within 30 days of the district magistrate’s decision.
