JK Admin terminates services of 4 Govt teachers, 13 in last 4 days

Srinagar: The administration of Jammu and Kashmir has ordered the termination of services of four more teachers for unauthorized absence.

According to an order issued by the Directorate of School Education Kashmir, services of Ashaq Parvez Mir of Kupwara, Mohammad Saleem Dar of district Budgam, Shazia Shafeeq, Teacher, HS Gundishath, Kupwara, and Fatima Jameel, teacher, HS Padshahibagh, Srinagar have been terminated.

According to the order, the administration has invoked Article 113 of JK Civil Service Rules (Volume I) of 1956 and Rule 30(VII) of JKCCA rules 1956 for their removal from government services.

As per the order, Ashaq Parvez Mir, Teacher, UPS Kachree, Kupwara remained unauthorizedly absent from duties from May 6, 2012, and “despite providing of enough opportunities to resume his duties by the Drawing and Disbursing officer concerned neither he responded the notices nor resumed his duties.”

According to the order, the teacher was again provided opportunities on 06 July 2021 (through a joint show-cause notice) and was asked to present himself before the Directorate along with the statement of defense within 07 days failing which action, as warranted under rules, shall be initiated against him without serving any further notice.

The issue was placed before the Designated Committee in its meeting held on 11,12,2021 and after examining the case, the committee took the decision to process for termination under Article-113 JK CSR of 1956.

“Now, therefore, pursuant to the decision of the committee, Ashaq Parvez Mir, Teacher, UPS Kachree, Kupwara is hereby removed from the Government service in terms of Article 113 of JK Civil Services Rules (Volume I) of 1956 and Rule 30(V11) of J&KCCA rules 1956”, stated the order.

The termination order issued to Mohammad Saleem Dar, Teacher, GMS Aripanthan, Budgam states that he applied for six month leave along with station leave permission for completion of his Ph.D programme but in anticipation of sanction of leave/station leave permission he left the station and as such remained absent from his legitimate duties from 27 March 2015. The incumbent was provided opportunities by the DO concerned to resume his duties which he failed to avail, the order reads.

Likewise, Shazia Shafeeq, Teacher, HS Gundishath, Kupwara has been removed from the Government service in terms of Article 113 of JK Civil Services Rules (Volume I) of 1956 and Rule 30(VII) of J&KCCA rules 1956.

In a similar order, the administration also ordered the removal of Fatima Jameel, HS Padshahibagh, Srinagar from the government services after she was found unauthorizedly absent from her legitimate duties from 1 March 2016.

As per the order, she was provided enough opportunities to resume her duties by the Drawing and the Disbursing officer concerned she neither responded to the notices nor resumed her duties.

The issue was placed before the Designated Committee in its meeting held on 11/12/2021 and after examining the case the committee took the decision to process for termination under Article-113 JK CSR of 1956.

“Now, therefore, pursuant to the decision of the committee,  Fatima Jameel, HS Padshahibagh, Srinagar is hereby removed from the Government service in terms of Article 113 of J&K Civil Services Rules (Volume I) of 1956 and Rule 30(VH) of J&KCCA rules 1956”, stated the order.

Earlier on January 14, 2021, the JK administration terminated nine teachers of the School Education Department from the services for remaining absent unauthorizedly.
