India remains world’s 2nd-largest arms importer, top buyer of Russian weapons

India ranked as the world’s second-largest arms importer between 2020 and 2024, according to the Stockholm International Peace Research Institute (SIPRI). However, India’s arms imports declined by 9.3% compared to 2015–2019.

Russia remained a key supplier, with 38% of its arms exports going to India. Meanwhile, India accounted for 28% of French arms exports—nearly double the total sent to all European nations combined.

Globally, the US increased its arms exports to 43% of total sales, while Russia fell to third place behind France, whose share rose to 9.6%. China, despite being the fourth-largest arms exporter, dropped out of the top 10 importers list for the first time since 1990-94.

The report highlights shifting global trends, with Europe increasing imports by 155% amid the Ukraine war. However, India’s gradual decline in arms imports signals a push for self-reliance in defence manufacturing.
