Russia’s acting permanent representative to the UN, Dmitry Polyansky, told the Security Council on Wednesday that the activities of the US-Israeli “Gaza Humanitarian Foundation” were not humanitarian in nature but rather “violence disguised as good intentions.”
He alleged that since the initiative began in May, more than 1,800 Palestinians have died while trying to access aid, including over 1,000 near distribution sites overseen by the fund.
“Civilians desperate for food spend nights waiting at aid points, only to be met with bullets,” Polyansky said, accusing the foundation of serving as a tool of coercion rather than relief. He urged the UN Secretariat not to compromise its principles, stressing: “This is not humanitarian work but violence presented as aid, aimed at subjugating civilians.”
Polyansky further linked Israel’s continuing military offensive in Gaza to reports that Hamas had accepted a mediation plan involving a temporary truce and hostage releases.
Criticising Washington, he said US diplomacy had produced no meaningful results: “For months we’ve heard about America’s so-called aggressive diplomacy, but nothing encouraging has come of it. Our American colleagues should consider not only Israel’s interests but also the suffering of Palestinian civilians.”
Reaffirming Moscow’s position, Polyansky underscored that only a two-state solution could reconcile Israel’s security with Palestinians’ right to statehood, warning that otherwise West Jerusalem risked deepening isolation and further civilian losses.
Israel’s military campaign in Gaza continues as negotiations over a ceasefire and hostage release remain deadlocked. Russia has repeatedly denounced US policy in the conflict while maintaining that the two-state solution is the only viable path to peace.
