Srinagar: The Jammu and Kashmir administration has warned officers over delay in the registration of documents and directed them to ensure it mandatorily on the appointed date and time.

The Revenue department has directed the sub-registrars to ensure the registration of documents of citizens mandatorily on the appointed date and time to avoid any inconvenience and hardships to them and also to bring in more efficiency and transparency in document registration.

The administration has warned them that any violation of the directive would entail disciplinary action against them.

“Any document not fit for registration should be reverted or refused as per the merits of the case, strictly in accordance with the provisions of the Registration Act, 1908 and other relevant laws,” reads a circular issued by the Revenue secretary, Vijay Kumar Bidhuri.

“It has been brought to the notice of the Government that certain sub-registrars do not conduct registration of documents uploaded by the citizens on the appointed date and time, leading to delay in registration, thereby defeating the objective of online document registration through the National Generic Document Registration System (NGDRS) and also casting doubts on the conduct of staff assisting in these registrations,” the circular states.

The registration of documents in the erstwhile state of Jammu and Kashmir was done by judicial officers in accordance with provisions of The Jammu and Kashmir Registration Act-1977.

Post-August 5, 2019, when JK was stripped of special status and divided into two union territories, the new administration created a separate department of Registration under the executive.
